MOSCOW - Russian President Vladimir Putin has signed a decree appointing former Education and Science Minister Dmitry Livanov special presidential representative for the development of trade and economic relations with Ukraine, the Kremlin website reported on Saturday.
The decree takes effect on the day of its signature.
