RIGA, Latvia - The European Union's relations with Belarus have been given a "window of opportunity" for improvement following recent events, Latvian Foreign Minister Edgars Rinkevics said on March 7. Belarus, Russia's closest ally, has been under EU sanctions for human rights violations since 2010.
