HANGZHOU, China - U.S. President Barack Obama and Russian President Vladimir Putin met on Sept. 5 for the first time in nearly a year, after talks over the weekend between the two countries on a deal to reduce violence in Syria stalled.
After meeting for 90 minutes with Mr. Putin on the sidelines of an international summit of major economies, Mr. Obama said the U.S. and Russia “haven’t yet closed the gaps” to a deal and that distrust between the two countries has prevented them from finalizing one.
