European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso spoke before the signing of EU Association Agreements by Ukraine, Georgia, and Moldova. They told the gathering of leaders in Brussels that nothing in the accords is aimed at harming Russia and they are "not against anybody."
