 KIEV, Ukraine — Pro-European Union protesters occupying Kiev's city administration building braced Monday for a confrontation with riot police.

"They are not doing anything so far, just standing," said Roman Bilan, a 22-year-old student and protester. Bilan said that around 60 riot police officers were standing behind barricades set up by protesters to block off the capital city's central Independence Square, with two police buses behind them.
