KYIV, UKRAINE — Ukraine’s pro-European demonstrators erected barricades Monday, consolidating their control over Independence Square in the core of Kyiv, the nation’s capital. A few blocks away, they surrounded the Government Building, forcing Cabinet members and staffers to work elsewhere.
