Ukraine's state owned natural gas company, Naftogaz, is finally starting to make good on its overdue payments to Gazprom. Naftogaz sent the Russian gas giant its first tranche payment of $1.5 billion on Nov. 4. It has another $1.65 billion to go before the end of the year.
