International observers' conclusions about whether or not the Ukrainian parliamentary elections complied with international legal standards are preliminary, said Tana de Zulueta, chief of the long-term observer mission of the Organization for Security and Cooperation in Europe's Office for Democratic Institutions and Human Rights (OSCE/ODIHR).
The result will depend on how votes are counted and what complaints arrive, Zulueta said at a press conference in Kyiv on Oct. 27.
