You're reading: Government decisions to be countersigned by ministers according to draft agreement

A draft coalition agreement proposed by the Bloc of Petro Poroshenko envisages government reform introducing the mandatory countersigning of Cabinet of Ministers decisions by ministers who are responsible for the implementation of respective decisions.

“Reform of the Cabinet of Ministers of Ukraine, in particular, the adoption of the new regulations of the Cabinet of Ministers of Ukraine, which foresees the drafting and adoption of government decisions on the basis of policy analysis,” reads the document, which was published on the bloc’s Web site on Oct. 29 morning.

The reform also foresees the introduction of the post of government secretary of state instead of the political position of minister of the Cabinet of Ministers.

The draft agreement stipulates that the Cabinet of Ministers should publish its draft decisions beforehand.

In addition, the document proposes introducing the institution of state secretaries of ministries and reducing the political positions of deputy ministers to one.

The reform also foresees the provision of powers to ministers to appoint their deputies and the heads of central executive government bodies under his coordination, as well as the provision of powers to the heads of central executive government bodies to appoint their deputies.
