The Accounting Chamber of Ukraine has declared the failure of the state program on the provision of young people with housing in 2002-2012.

According to results of an audit made by the Accounting Chamber, the state program on the provision of young people with housing in 2002-2012 has practically failed,” the press service of the department reported.

According to the document, less than 1% [of young people] registered in the state fund on assisting residential construction received privileged credits for housing in 2008.

According to the audit made by the Accounting Chamber, housing built under 1,113 privileged credits worth UAH 220 million was unfinished as of January 1, 2009.

A total of 122,000 young families were registered on January 1, 2009 on the waiting list to receive better housing conditions.

As the Accounting Chamber said, the state fund on assisting house building for young people was not able to fulfill its functions in full because of limited budget financing.

“The fund [has to turn] from a specialized financial establishment into a mortgage commercial [organization] with developed infrastructure and possibilities to attract budget funds,” the document said.
