The Cabinet of Ministers has endorsed a state program for development of the Dnipropetrovsk-based state companies Pivdennyi Engineering Plant named after Makarov and Design Bureau Pivdenne named after Mikhail Yanhel for the 2009-2013 period.
Ukrainian News learned this from governmental resolution No.491 dated April 10.
The main tasks of the program are the provision of the development of material and technical base for design and production of rocket, space, and aviation equipment, restructuring of the companies, the solution to the problem of personnel deficit, and others.
The Cabinet of Ministers plans to realize the program in two stages.
During the first stage in 2009 and 2010 the project on restructure of the companies will be drawn up.
In particular, the government plans to remove from Pivdenmash such structural branches as the tractor and trolleybus plants, the plant of towers and wind power units, construction and assembly complex. Separate state-owned legal entities will be created on the basis of the plants.
They will be united into a state concern later.
During the second stage of the program realization in 2011-2013 the government plans corporatisation of the state companies of the concern other than Pivdenmash.
The reorganization of the state concern into a state corporation is also possible with inclusion into the Pivdenne Design Bureau.
The budget of the program implementation is roughly estimated at UAH 6.593 billion, including UAH 2.312 billion from the national budget.
As Ukrainian News earlier reported, the Verkhovna Rada on May 19 canceled customs duties and VAT on import supplies of component parts and equipment to the space engineering industry.
Pivdenmash manufactures Zenith carrier rockets and also wind power equipment.
The Pivdenne design bureau is involved in creation and exploitation of space equipment.
