The Cabinet of Ministers has optimized the point system to select at tenders operators of public bus passenger routes.
Ukrainian News learned this from governmental resolution No.525 dated May 21.
The resolution regulates the withdrawal of points from contenders for violations.
Before the introduction of amendments to the point system, a current operator of a route was in a disadvantageous position, since points could be withdrawn for uncovered violations, while a contender planning to appear on the market cannot lose points.
In this connection, the Cabinet of Ministers has introduced additional indexes for assessment of the work of contenders, including investment, social activities, and others.
In addition, the Cabinet of Ministers has allowed buses re-equipped from cargo buses to run passenger routes in cities and suburbs if the design of the re-equipped buses meets the safety norms.
This decision of the Cabinet of Ministers is accounted for a large number of such buses in most of regions.
The Transport and Communications Ministry has drafted the governmental resolution.
As Ukrainian News earlier reported, the Cabinet of Ministers on December 3, 2008, introduced the point system for assessing enterprises during organization of competitions for the right to provide services involving transportation of passengers by bus.
