You're reading: Draft law: state committee proposes six areas to place gambling establishments

The State Committee of Ukraine for Regulatory Policy and Entrepreneurship has proposed to allow placement of gambling establishments in Kyiv, Lviv, Odesa, Donetsk, and Kharkiv regions, in their administrative centers, and in Crimea.

The corresponding draft law “On gambling,” published on the
Committee’s Web site, has been made available for public consideration.

According to the draft law, the placement of gambling establishments
is possible only in retail and entertainment centers and in culture and
entertainment complexes.

According to an explanatory note to the document, the adoption of
this draft law will enable the legal regulation of social relations in
the gambling business, limit the number of gambling establishments, set
up special areas where the gambling activity will be allowed, and
determine the peculiarities of licensing of the gambling business and
the responsibilities of licensed parties.

According to the explanatory note, this is to reduce unofficial
gambling activity and improve control over the organization of the
gambling business and its revenues to the state budget.

As reported, the deadline for the elaboration of a special draft law
on the gambling business in Ukraine and special territories for
gambling activities expired on September 25.

The Law “On the prohibition of the gambling business in Ukraine” was
published in the Ukrainian press on June 25, 2009. The law ordered the
Cabinet of Ministers to draft within three months a special law on the
gambling business in Ukraine, and on the special zones in which
gambling will be allowed.
