Štefan Füle, the European commissioner for neighbourhood policy, says he believes Ukraine will meet the preconditions to sign landmark political and trade agreements with the European Union in late November.
Füle, who spent three hours with Ukraine's President Viktor Yanukovych last week, emphasised that the agreements are not conditional on the release from prison of former prime minister Yulia Tymoshenko.
