The European Union bluntly warned Ukraine on Monday that it could block an agreement bringing free trade and closer political times if the Ukrainian government pursued “politically motivated justice” against the country’s former prime minister. Herman Van Rompuy, president of the European Council, said that while negotiations on the so-called “association agreement” had been completed, its implementation by the EU depended on “political circumstances”.
