The government, however, stopped short of accusing any Russian agents of pulling the trigger in the shootings, in spite of strong suspicions by members of the opposition movement.
The claims were delivered by Ukraine’s interior minister, chief prosecutor and top security chief at a news conference in Kiev to brief citizens on an investigation into a bloody crackdown in downtown Kiev that marked a turning point in the toppling of Viktor Yanukovich as president.
They are likely to inflame tensions with Moscow, which reacted to Mr Yanukovich’s downfall by annexing a chunk of Ukrainian territory and has since massed thousands of troops along the border, raising fears of further incursions.
