You're reading: Government proposes changes to funding of health facilities by type of health care

The Cabinet of Ministers of Ukraine to improve the efficiency of using budget funds has proposed the transfer of funding health care facilities, providing specialized and highly specialized medical care, to regional budgets.

Corresponding bill No. 3736 on amending the Budget Code of Ukraine (concerning the delimitation of health care expenditure by type of health care) was registered in the parliament on Dec. 28.

According to an explanatory note to the document, the bill is aimed at differentiating health care costs by implementing medical subsidy expenditure for providing primary health care from the budgets of the cities of republican (Crimea) and regional importance, district budgets, the budgets of united territorial communities, which are created in accordance with the law on forming communities.

In turn, it is proposed to finance secondary (specialized), tertiary (highly specialized), emergency medical care, health education programs, health resort aid (sanatoria for tuberculosis patients, those for children and teenagers, medical rehabilitation sanatoria) and other programs and activities in the health care system from the regional budgets.
