The Cabinet of Ministers of Ukraine is initiating the provision of legal guarantees to consumers' and market participants' unauthorized access to the infrastructure and networks of natural monopoly enterprises.
Last week the government submitted to the Verkhovna Rada, Ukraine’
parliament, corresponding amendments to the law on natural monopolies.
The problems of access to the infrastructure of the monopolies
exist, in particular, in the sphere of telecommunications, where a
conflict has been observed for a few years around electric
communications cable duct networks. OJSC Ukrtelecom controls access to
the major part of the electric communications cable duct network.
Private operators have complained many times to state authorities
about refusals by the state enterprise to provide access to the
electric communications cable duct network and a groundless increase in
tariffs for access to it.
