Over 9,000 people have been killed in Eastern Ukraine since the beginning of conflict in the region in April last year, according to a new report released Wednesday by the U.N. High Commissioner for Human Rights. The report said that despite a high number of casualties, a “ceasefire within a ceasefire” agreed upon by Russia and Ukraine in August has largely held and contributed to a decrease in the number of casualties.
