Taras Kuzio writes: Russia is held back from direct military intervention in Ukraine, Ukrainian experts believe, due to two factors. Firstly, it would destroy any hope of Commonwealth of Independent States integration. Secondly, "a war with Ukraine could destroy Russia as a state."
