The Kyiv city state administration has said the Kyivenerho heat and power generating and distributing company agrees to act as the executor of the central heating service provided to people of Kyiv to replace the local building-utilities administrator offices, known as ZhEK.
“They [Kyivenerho] have agreed to be the executor of the central heating service. It means they will conclude contracts with each household, each payer for flats,” Anatolii Holubchenko, the first deputy chairman of the Kyiv city state administration, announced this to the press.
According to him, as a result of this consent given by Kyivenerho, from the scheme “producer of heat energy – executor – consumer” will be removed the mediator or ZhEKs that are executors of the central heating service.
As a consequence of this move, Kyivenerho will sign directly with people contracts on provision of central heating services, as the case is now with the provision of electricity supplies.
Accordingly, the company will take care on its own about the level of payments for the central heating services by the people of Kyiv.
Meantime, the press service of Kyivenerho has told Ukrainian News that the company has not given this consent to the authorities.
As Ukrainian News earlier reported, the Kyivenerho Company in September 2009 said there are no grounds for termination of its agreement with the Kyiv city state administration on lease of power generating equipment and heating network of Kyiv.
Kyiv municipal state administration has said it is set to withdraw communal property leased by the Kyivenerho energy distribution company in case of Kyivenerho’s failure to meet its obligations for hot water and heating supply in the city.
In April 2007, the Kyiv city council prolonged the term of lease of municipal property by Kyivenerho until December 31, 2017.
