Anatoliy Holubchenko, the first deputy head of Kyiv City State Administration, has proposed that national JSC Naftogaz Ukrainy prepare a draft bill on restructuring city debts for the public's gas consumption for consideration.
“I have a proposal to write an appeal to Naftogaz Ukrainy as a
memorandum on debt restructuring,” Holubchenko said on Friday at a
meeting of the collegium on Kyiv’s preparations for the new heating
season.
The draft bill on debt restructuring is to be prepared jointly with Kyiv’s Main Energy Department.
As Holubchenko explained, the restructuring is necessary in order
“to start the winter heating season normally, and then to pay debts
according to schedule.”
According to Eduard Sokolovsky, the head of Kyivenergo, the debt of
heating organizations to Kyivenergo is about UAH 805 million, while the
debt to Kyivenergo for electricity consumption is more than UAH 600
million. The debt of the Kyiv City State Administration to Kyivenergo,
according to the difference in the current rates, is UAH 1.311 billion.
At the same time, Kyivenergo has a UAH 605 million debt to Gaz Ukrainy.
In addition, Holubchenko proposed that the Main Finance Department
of the city administration offer proposals to pay off the gas debt as
of October 1, 2009.
