The Kyiv municipal administration is considering the possibility of lowering housing and utility tariffs for low-income sections of its population.
«We will never touch low-income Kyiv residents and we will not force them to make full payment for the use of services. Moreover, we are considering the possibility of lowering tariffs and increasing targeted assistance to such sections of the population,» the press service quoted the Kyiv municipal administration’s first deputy head Anatolii Holubchenko as saying.
Holubchenko stressed that he would not use the services of debt-collection companies to recover debts from low-income people under any circumstances.
At the same time, Holubchenko said that the quality of housing and utility services could not change unless there was proper settlement for the services.
Therefore, according to him, Kyiv has no alternative but to gradually raise housing and utility tariffs to the economically justified level.
About 95% of Kyiv residents presently pay the new housing and utility tariffs.
As Ukrainian News earlier reported, the Kyiv municipal administration has extended the housing and utility tariffs it set for the population for the period of August-September to October.
The Kyiv municipal administration raised the tariffs for supply of cold and hot water, removal of sewage, and supply of heat energy by 48.8-104.1% for the population on June 1 and set separate apartment rents for every building.
The municipal administration suspended these tariffs on July 17 after several individuals and the Klychko Bloc challenged the decision to set them.
As a result, the municipal administration set temporary tariffs for the period of August-September and reduced the tariffs by 5% compared with the tariffs that were set on June 1.
