The city budget only received 32.6 percent of the planned revenues in the first half of 2009, according to a report of the municipal budget committee. The city’s planned total budget for this year is Hr 18.163 billion, or about $ 2.3 billion.
According to Yulia Tymoshenko’s Bloc deputy in the city council Serhiy Melnyk, most of the revenues to the state budget are actually planned for the end of 2009, and so the total revenues for 2009 can be expected to be even lower than in the first half of the year.
Despite the low revenues, the city continued to spend: the city spent 40 percent of what it had planned for the first half of 2009. The deficit was covered by short-term borrowing from the state treasury to pay salaries, medicines and other social expenses, according to Gazeta-po-kievski.
