Speaker Volodymyr Lytvyn has said that the Ukrainian parliament should approve a law on the differentiation of powers between central government and the autonomous republic of Crimea, and backed the provision of more economic powers to Crimea.

“I’m sure that we should adopt a law on the differentiation of
powers between Kyiv and Simferopol. In my opinion, Crimea should
receive economic independence to realize the potential that it has –
and it’s huge,” he said at a press conference in Simferopol on Thursday.

Lytvyn said that a similar law was in effect before 1994, when a
conflict between the first and last president of Crimea, Yuriy Meshkov,
and the Crimean parliament occurred, which resulted in the Ukrainian
parliament canceling the institution of the presidency in Crimea and a
number of laws adopted by the Crimean parliament.

Lytvyn said that Kyiv should manage issues concerning law-enforcement, security, defense and foreign policy.

He said that local authorities that reflect the interests of people
who live and work in Crimea should be formed. Lytvyn also said that it
is necessary to suppress criminal circles in Crimea.

He said that the land plot stocktaking should be conducted in Crimea, and a register of land plots should be created.

Another problem to be settled in Crimea is the issue of the environment, he said.
