Presidential Secretariat First Deputy Head Oleksandr Shlapak said that there currently was a clear agreement between Ukraine and the International Monetary Fund that IMF tranches should be transferred to the National Bank of Ukraine. However, Shlapak added that these funds should not be used to finance a budget deficit or solve the financial problems of Ukraine's state gas company Naftogaz.
