A protest against a law amending the state budget for 2009 regarding the financing of preparations for the European Football Championship 2012 using National Bank of Ukraine profits of UAH 9.8 million has been submitted to the Constitutional Court, Serhiy Kruhlyk, the director of NBU foreign economic relations department, has said.

“The Constitutional Court has a relevant submission on a protest
against the law. There is a conflict with the law on the National Bank
of Ukraine regarding the budget of the NBU,” he told Interfax-Ukraine
on Friday.

“The NBU is working in the scope of the budget adopted by the NBU
Council. The National Bank will transfer the real difference between
profits and expenditures according to the budget. The board of
directors of the National Bank will take a final decision at its
sitting on Monday,” Kruhlyk said.

As reported, within three days after the law takes effect, the NBU
should transfer not less than UAH 3.4 billion to the state budget, and
then another UAH 3.4 billion by October 20 and UAH 3 billion by
December 10.

Earlier, the president said that if this law were to be published he
would turn to the Constitutional Court, asking it to rule on the
lawfulness of this decision.
