Russian humanitarian aid has not yet crossed the Ukrainian border as there are no documents for the cargo and no security guarantees for the International Committee of the Red Cross (ICRC), Ukrainian National Security and Defense Council (NSDC) spokesman Andriy Lysenko has said.

 “It [the humanitarian cargo] still remains at the same place,” he said at a briefing on Wednesday.

He said that there were two reasons for this situation. Firstly, Ukrainian border guards and customs officers received no documents for this cargo to begin its customs clearance.

“Secondly, ICRC representatives who should send the cargo to Luhansk have received no security guarantees from the opposite side,” Lysenko added.

Earlier, he reported on a similar situation with the absence of documents for the content of the cargo on Aug. 19th. He said that the ICRC mission had passed to the administration of the State Border Service of Ukraine only a list of delegates of the organization who will accompany the humanitarian aid cargo through the Ukrainian-Russian state border.
