The Ukrainian parliament on Friday, July 4 passed a draft law on the special period in the fuel and energy complex of Ukraine.
A total of 237 out of 336 lawmakers registered in the session hall supported the law.
On July 3, 2014, the parliament did not support the cabinet’s draft law and two alternative bills on the special period in the fuel and energy complex.
The cabinet’s bill on the special period in the fuel and energy complex is being criticized for a requirement under which all Ukrainian-made gas is to be used for the needs of households under a decision of the government, if the government imposes an emergency situation, and at a price set by the government.
It is planned to toughen the requirements for the disconnection of enterprises that do not pay for energy consumed. If heat supply companies accumulate debts for energy, they could face gas supplies being restricted lower than the minimum level needed for them to continue operations.
The bill also proposes amending some laws, according to which electricity and oil and gas enterprises are to operate in line with the law on the mobilization preparation and mobilization, on the functioning of the fuel and energy complex in the special period irrespective of the conditions of agreements signed if the special period is introduced.
