NATO Secretary General Anders Fogh Rasmussen said on Wednesday that the reported statement by NATO that the latter does not plan any military assistance for Ukraine does not mean the green light to higher Russian military activity in the Ukrainian region of Crimea, where the Russian Black Sea Fleet is partially based.

In answering questions from reporters in Brussels, Rasmussen said
NATO had neither ever given nor would give the green light to
aggression against sovereign nations. He said the North Atlantic
alliance stands by its December 2008 decision to help Ukraine and
Georgia reform their armed forces.

Earlier, Russian media cited NATO spokesman James Appathurai as
saying NATO is not going to give any military assistance to Ukraine or
help it preserve its territorial integrity.
