Ukraine failed to raise gas prices for households as of Sept 1, despite promises to do so to the European Union and the IMF as a condition of loans and funds from them. Energy Minister Yuri Prodan said on Thursday trade unions had managed to win a case in court that froze the prices, which the government had vowed to raise by 20 percent.
