The Constitutional Commission is going to tie the bill granting special self-governance to parts of the Donetsk and Luhansk regions to the transition clauses of the reformed Ukrainian Constitution, Viktor Musiyaka, a Commission member has said.

“The issue relating to Clause 11 of the so-called Minsk agreements, concerning a special self-governance regime, will be stipulated in the transition clauses,” he told reporters before a Commission meeting on Friday.

“It will say what the separate law determines [the special regime], as it does now, although this law is imperfect,” Musiyaka added.
