Richard Haass, President of the Council on Foreign Relations, said that while Poroshenko was stressing the importance of sanctions, the discussion in Europe appeared to be going in the direction of dropping them. Poroshenko said that he believed in Europe, but Haass asked if Europe believed in Ukraine.
