Ukraine won the 2016 Eurovision contest with a song about Stalin's forced deportation of Crimean Tatars. Now Eurovision boss Jon Ola Sand has congratulated the Ukrainian capital, Kiev, on winning the right to host the competition for a second time.The Ukrainian capital hosted the contest in 2005 and was also home to the Junior Eurovision Song Contest in 2009 and 2013.
