The Ukrainian parliament has adopted a law ratifying an agreement between the governments of Ukraine and Libya on the mutual protection of classified information.

A total of 315 MPs out of the 422 registered in parliament’s session hall on Wednesday voted for the law.

The agreement, which was signed in Tripoli, Libya, in May 2009, stipulates the equivalent terms for the levels of classification that are used in Ukraine and Libya, the mechanism for changing or canceling them, procedures for mutually exchanging and working with classified information, and for the settlement of disputed issues. It also identifies the competent authorities of the parties responsible for implementing the provisions of the agreement.

The subjects of the execution of the agreement are public authorities, enterprises, institutions and organizations that conduct activities related to state secrets and which have received permission to transfer classified information to foreign partners.

According to the document, the competent authority in Ukraine responsible for organizing activities on the implementation of the agreement is the Security Service of Ukraine.
