The Ukrainian Central Elections Commission (CEC) expects the Verkhovna Rada to make amendments to the Ukrainian national budget on Thursday, Sept. 4 by appropriating funds for organizing and holding early parliamentary elections.

“We hope that the Verkhovna Rada could possibly find the opportunity on Thursday, Sept. 4 to use the parliamentary day to pass decisions that are extremely important to us,” CEC Deputy Chair Zhanna Usenko-Chorna told journalists.

In commenting on the Verkhovna Rada’s refusal to pass the bill on appropriating extra funds for the organization of the early parliamentary elections on Tuesday, Usenko-Chorna said this was “the worst-case scenario” for the CEC.

“Certainly, Part 2 of Article 46 of the law On Elections of People’s Deputies of Ukraine stipulates that the electoral process may be financed from the Cabinet of Ministers’ reserve fund. For this occasion, the law entitles the Cabinet to determine the disbursement procedure for preparing elections, and we plan to submit a relevant bill to the Cabinet for consideration,” she said.

At the same time, Usenko-Chorna pointed out that the 2014 national budget envisions Hr 23 million for holding a rerun and interim parliamentary elections, and this money is so far enough for the CEC to organize the electoral process.

The early parliamentary elections in Ukraine are planned for Oct. 26.
