President Viktor Yanukovych considers development of infrastructure as a government policy priority. "Construction and reconstruction of highways, railway stations, sea and river ports, and airports remain a priority of state policy... The new policy of stimulating employment and favorable conditions for introduction of high technologies is gradually opening the way to success for brave, educated, young Ukrainians," he said.
According to him, Ukraine is presently in a stage of modernization associated with systemic reform of the market infrastructure and social services, creation of conditions for rapid development of the real sector of the economy, and stimulation of competitive, traditional, and new industries.
According to Yanukovych, the main task of the modernization policy is development of a modern market economy, a democratic polity, and an educated, free, and self-governing civil society.
