U.S. Secretary of State John Kerry says the U.S. has intercepted cables proving the Russians are sending people to stir unrest as Ukraine rises to full military readiness. Hundreds of pro-Russian separatists seized a government building in the Ukrainian city of Luhansk 15 miles from the Russian border April 29. Kerry is claiming that the U.S. now has proof that Russia is sending agents into the region to escalate the unrest.
