Ukraine's president allowed negotiations with anti-government protesters and opposition leaders Monday following activist-police bloodshed in Kyiv. 

The talks would be mediated through a “working group” led by National Security and Defense Council chief Andriy Kluyev, Viktor Yanukovych’s press office said.

But
Yanukovych, president since February 2010, wouldn’t promise to resign,
said opposition leader Vitali Klitschko, a former heavyweight boxing
champion who met with Yanukovych at the president’s country residence
outside Kyiv.
