A ceasefire regime entered into force at 7 p.m. Moscow time. A protocol was signed at a meeting of the contact group in Minsk. The parties agreed to start exchanging prisoners and delivering humanitarian assistance to Eastern Ukraine. The first party of a thousand men on each side will be exchanged soon.
