Ukrainian President Viktor Yanukovych has signed a law improving the procedure for appointing judges for the first time, in particular, referring to special training courses for candidate judges.

The Verkhovna Rada, Ukraine’s parliament, passed this law on February 3. According to the document, the training of candidates for the position of judge will include theoretical and practical education on a constant basis and by correspondence. The National School of Judges of Ukraine will arrange the special training courses.

The Higher Qualification Commission of Judges of Ukraine will approve the program, curriculum and procedure for the special training courses, as well as a list of legal higher education establishments performing such courses.

The law also envisages that candidates for the position of judge that pass the qualification exam before the law takes effect and that are not recommended for positions of judges due to the lack of vacancies will be appointed as judges under the procedure established by this law.
