Ukrainian President Viktor Yushchenko has suspended government resolution No. 878 as of August 19 on the resumption of powers of the Kyiv-based Tasko-export special exporter.
The president signed the relevant decree on September 8, 2009.
“The government’s resolution doesn’t correspond to the main principals of state policy in the military and technical cooperation sphere, rather complicates export controls in Ukraine, and it creates opportunities for the leakage of state secrets and violations of the international obligations of Ukraine connected with non-proliferation and delivery of weapon of mass destruction and restrictions on conventional weapons transfer, and thus it threatens Ukraine’s national security,” the president said.
As reported, Ukraine’s government, with its resolution No. 878 as of August 19, reassigned the powers of Kyiv-based Tasko-export special exporter. The document cancelled resolution No. 816 of September 10, 2008, which delegated special powers to Tasko-export.
In July 2007, the firm, which earlier exported and imported explosives and ammunition, received powers to export and import military products under the initiative of the Ukrainian Defense Ministry.
In August 2007, Ukrainian President Viktor Yushchenko suspended the government’s resolution on the issue and filed an appeal at the Constitutional Court.
The president said that the cabinet’s resolution was not in line with principles of the state policy in the military cooperation sphere.
In September 2008, the government again gave special powers to Tasko-export, and in December the president again suspended the resolution. In February 2009, Yushchenko cancelled his December decision.
Until recently, the list of special Ukrainian exporters included 17 companies.
