Ukrainian President Viktor Yushchenko has set out a list of measures to regain stability in the banking system, the realization of which has been entrusted to the National Bank of Ukraine (NBU), the cabinet, Prosecutor General's Office, and other state institutions.
According to a posting on the president’s Web site, the decision is stipulated in presidential decree No. 813/2009.
Yuschenko recommend that the NBU draw up a list of bad debtors and
in five days finish talks between them and temporary administrators of
banks on the terms and means to pay back their debts to the banks.
The cabinet was also instructed to take measures to implement the
requirements of the law on a temporary foreign-travel ban for Ukrainian
citizens who have unfulfilled credit commitments.
