Ukrainian President Viktor Yushchenko has instructed the cabinet to consider privatization of small hydro power plants.
The instruction is stipulated in president’s decree No. 816 of
October 9, 2009 on additional measures to increase the security level
energy objects and development of hydro energy in Ukraine.
The document says that the government was also instructed to draw up
and approve a comprehensive program on reconstruction of hydro power
plants and construction of new hydro power objects, including small
hydro power plants by late 2009, foreseeing measures on the increase of
the investment attractiveness of hydro energy.
In addition, the president instructed the government to consider the
justifiability of tariffs on election generated by hydro power plants,
taking into account the investment compound, and improve a procedure
for connection of small hydro power plants to power transmission lines.
Yushchenko also recommended the Ukrainian National Electricity
Regulatory Commission (NERC) within one months to draw up and approve a
procedure for issue of compensation of the price of electricity sold by
small hydro power plants under green tariffs and direct agreements to
regional electricity supply companies and end consumers.
According to the decree, the government was also instructed to
foresee expenses on the completion of a bridge over the Dnipro River in
Zaporizhia and completion of repair of a road on the Dniprovska hydro
power plant’s dam in the national budget for 2010.
The document also foresees the necessity to promote the upgrade of
technological process automatized control systems and local automatics
systems, which support operation of aggregate equipment of the hydro
power plant over one month.
