Kyiv, September 7 (Interfax-Ukraine) - The powers of the Verkhovna Rada, Ukraine's parliament, could be terminated either via the self-dissolution or through the withdrawal of one of the political forces from the coalition.
Ukrainian President Victor Yushchenko said this on the Inter TV channel on Sunday night.
“The president has no grounds today to dissolve the parliament. There were no such grounds a month or two ago. Had I had such grounds, I would not wait for 24 hours to implement this decision,” the president said.
Yushchenko put the blame for the existing conflict on Prime Minister Yulia Tymoshenko and the political forces that announced the formation of the coalition in the parliament.
They could end this game fairly through dissolving the parliament, the president said. “This will comply with the existing constitution, and we would be able to change the situation long before the elections and come out with the efficient parliament,” the president said.
According to the head of state, another way to disband the parliament could be the withdrawal of one of the political forces from the coalition.
The constitutional norm, which rules impossible the early parliamentary elections a year ahead of the presidential elections is valid only for the cases, when such elections are initiated by the president. If such initiative is coming from one of the coalition members, the early elections are possible.
