Ukrainian President Viktor Yushchenko has said that Ukraine will face an uncontrollable budget process if it does not conduct any economic reforms.

“Ukraine is entering an uncontrollable budget process without
reforms,” he said at a meeting in Kyiv on Thursday with leading
scientists and experts in problems related to the economic and
financial crisis, and prospects for economic development.

Yushchenko said that international financial institutions should be involved in the drafting of Ukraine’s state budget for 2010.

“I sincerely believe that international financial institutions
should participate in the drafting of [the state budget] for 2010,” he
said.

Yushchenko expressed concern that the budget process in Ukraine had
been “greatly politicized” and that it “verges on irresponsibility and
incompetence.”

He said “the way Ukraine emerges from the crisis depends on a
realistic assessment of economic processes, including the budget
process.”

“It’s currently very important to make an assessment of budget risks for 2010,” Yushchenko said.
