The humanitarian and political situation in the areas of Donetsk and Luhansk regions temporarily controlled by illegal armed groups remains difficult, spokesman for the Ukrainian presidential administration Oleksandr Motuzianyk has said.

“The financial provision of residents is at a low level, and there is
a three-four months delay in all social payments,” he said at a
briefing in Kyiv on May 11.
Motuzianyk said that before the May holiday partial payments for February 2015 were settled.
He added that pensions are paid by militants in Russian rubles.
