EU talks on tougher sanctions against Russia over Ukraine are "moving in the right direction", No 10 has said. A Downing Street spokeswoman said the EU was looking at sanctions in the financial, defence and energy sectors. A decision is expected to be reached at a meeting of officials from all 28 EU nations in Brussels on July 28.
