Moscow - The administration of the self-proclaimed Donetsk People's Republic is ruling out the possibility of direct negotiations with Kyiv.

“In my view, direct negotiations are impossible; they can only take place with mediators. We are at war and there can be no direct dialogue here,” Andriy Purhin, acting first deputy prime minister of the DPR, told Interfax.

Purhin also said the OSCE does not have enough powers to control the situation in the region. “The OSCE only has an observer mandate. They can’t exercise control functions,” he said.

“There is a need for a force that would guarantee the fulfillment of the peace agreements reached at the meeting of the contact group in Minsk,” Purhin said.
