BRUSSELS - In the morning on Nov. 17, EU Foreign Affairs Council will openly debate about Ukraine's developments, high-ranking official told the journalists in Brussels on Friday on conditions of anonymity.

First of all, the ministers will discuss how to guarantee peace in Ukraine and how to ensure compliance with all the agreements inked in Minsk in early September, the official told the media adding that during the first part of the debates the European Union is to decide on its role in assistance to Ukraine’s authorities, OSCE mission and other partners on the spot.

Further, the council will discuss a possibility to promote the reforms described in the Ukrainian President Petro Poroshenko’s peace plan: administrative and political (constitutional, judicial, on the status of the national minorities, including Russia-speaking, others).

Next topic of the discussion of Ukraine will be “policy of dialogue and firmness”, in other words the issue of restrictive measures will be raised.

According to him, the debates are expected to be open and the task of the foreign ministers is to decide what steps need to be taken in this field.

The relative draft decree of the Council of EU over Ukraine has been already tabled.

The official said that some of the questions remain open to discussion for EU foreign policy chief Federica Mogherini to sum up the results and probably add some conclusions to the document, the interlocutor told the journalists.
